MEAT criteria and the object of the contract

For several months now, our team has been working on an extensive document, which is the Analysis of the Use of MEAT Criteria in Slovakia. In it, based on the obtained statistical data, we evaluate the current state of application of MEAT criteria by Slovak public contracting authorities and contracting entities. But first we bring you a small sample of it regarding the object of public procurement in the case of using the mentioned contract award criteria.

The Public Procurement Act distinguishes between three categories of contract objects. It can be either the supply of goods, the execution of works or the provision of a service.

Also on the basis of this identifier, the application of MEAT criteria can be observed by contracting authorities and contracting entities. According to the following graph, it can be stated that the MEAT criteria are in the vast majority, almost up to 70% used in public procurement, the object of which are constructions, construction works, elaboration of construction documentation or a combination of the above activities. In view of the above, the available statistical data show that this is only 24% of the total number of contracts for the execution of works, and in other cases the criterion of the lowest price is mostly used.
